Are Windows tablets good notebook replacements? How is the performance of the Intel Atom processors inside them?

It is alright, but you might want to go with something stronger. It kind of lags in desktop mode, but it can at least do everything like a normal pc.

The only real bottleneck on mine is the ram. 1gb is painful to operate windows with and do a couple things at a time.
Currently mine is running great with a torrent downloading and five tabs open in chrome but I usually use it for books, comics, or movies.
What would you plan on using it for?

I have an HP Stream 8. Mine handles all of the videos I throw at it but it is downscaling to 1280x800. I love it mostly because of the free 4g for life. It's lacking a high dpi screen and it only has 1gb of ram. I've been looking at the chuwi Hi8 though. There's also a teclast tablet that is supposedly pretty decent but I don't recall the model.
