vram is used for textures and the next buffered frame.
If you want to do usless mem -> vram -> mem -> cpu operations to save some of your memory then get coding.
expect slower game performance due to needing to do alot more work to get the data to the cpu.
For the most part, your vram usage is correct and thats how it should be, the game is more then pretty pictures and thats all your video card will be doing.

That's your mouse. It's not a gaming mouse with high DPI. If you use a shitty mouse and slowly use it to look around it will look like it stutters as the view changes because the mouse inputs are larger than the 60fps movement on screen.
