Doesn't really look like a scam... Thou it may come with some battery life issues if they want any real performance, but AMD has put quite a lot of effort into making their chips competitive in the tablet space. After all the main reason why the only x86 tablets out there are Intel ones is because Inter has literally been giving their chips out for free.

Most likely runs a GX-210HA APU. It only has [2] x86 cores @ 1GHz and a 128-core GPU @ 300MHz. All that shitty performance in a 9 watt tdp housefire.
So not only will battery life be shit but performance as well. They should have used a cherry trail atom instead. Or at least the A10 micro-6700t, jesus.

Devices this small need at least a 5 watt tdp or less SoC/APU if you want more than an hour of play time. At 14.1 watts you'd burn through a 4.7 volt 3,000 mAh batterry in just one hour of use. The APU + screen, speaker, wifi, etc would consume 14 or more watts per hour when playing vydias.

I can tell you it's going to be shit. AMD has really good APUs for desktops and a few good ones for laptops even. But when it comes to mobile devices let's face it, AMD sucks. The only good mobile APU they have is the A10 micro-6700T, AFAIK.
The video in kikestarter showed a g-series logo hinting strongly that the A10 micro-6700T would not be used.
