Like other people said, Paypal isn't a bank. Think of Paypal transactions the same as writing a check. You tie your bank account to your Paypal, and now when you use your debit/credit card, it's a lot harder for those chinks to do nasty shit with your banking info.
If you're a dirty nigger without a bank account, I'm sure you can tie your paypal to a prepaid VISA (which are still scams, btw).

I make electronic transfers from my savings account (can't have a credit card because I'm not on payroll but I do have a job). They take up to two days. I don't deposit more than what I'm planning on using right away. I've never tried to withdraw funds, though.
You should sync your paypal to your bank account instead of debit/credit card
that way everything is almost instantaneous and if paypal fucks you over you can deal directly with the bank.
