No. Since it's not an extra $32, it's an extra $100 at least.
With the 4590 you can get a much cheaper motherboard too. You won't even need third party cooling (although you probably want it just so it's quieter) so I didn't count it.
Does anyone have experience with PowerColor GPUs? They usually have great prices which is wonderful for the tight budget I'm working on, but I'm worried they're cheaply made or something.
