So I fucked up big time and formatted my external, deleting a lot of my back up information. I know that data recovery normally cost a shit ton of money and that the freeware stuff tends to be shit, but are their any programs that aren't complete shit and won't cost me an arm and a leg to buy?

this, but if it was an actual complete format rather than just deleting files, your mbr is gone. which means you're rekt. there is a copy of it in the middle of the partition (windows) but again, complete format, not gonna happen.

Deleting backups is no problem; just do a fresh backup. If it's the only copy of the data, then it's not a backup.
