Encryption won't become illegal, but not divulging how to decrypt something to the government is a possibility.

Yes, but how does one go about banning encryption? Say AES-256 is banned tomorrow in the entire western world, but those laws don't apply to Samsung, Huawei or hell, even a Russian webpage that someone undoubtedly goes to. So now everyone who agreed to ban encryption is at a technological disadvantage in the market, and additionally, how do you deal with those who didn't agree? Do you ban their broducts and risk crushing the global market? No way in hell anyone would agree to that.
