What graphics card is the bare minimum to play games at max setting with 1080p 60fps?
Currently have 650ti Boost but it barely gets 50fps on medium settings playing Fallout 4.

R9 380, they are <200$ atm.
I'd usually recommend AMD, but best bang for your buck is the GTX 960, it won't run on 60 fps but it's good enough

All games run differently, please educate yourself on benchmarks for the games you are interested in.
AMD is like what Color Dreams was for Nintendo.

Look at this card:

Those are the specs you want right now for "bare minimum." That card was going for $179 w/ free delivery the last few days. For that price, that amount of graphics power is very impressive.
The r9 380 AMD cards would be just about equivalent, depending on your big picture use (such as, do you /will you game on linux? Or, would you exclusively be on Win10?).
The 960 cards do the DX12 and OpenGl 4.5, which gives you some room for future use.
If you want to bump up to the $300 range, then shop for GTX 970 and r9 390 cards. Since we're missing some of your other requirements, considerations, it's hard to advise.
AMD cards use a lot more wattage, so a GTX 960 might sip along at ~110-120 watts and bust along at 140-160 watts under load &/or OC. A r9 390 can suck 300 watts at peak and generally doesn't run under 200 watts.
You'll also get people telling you to get a r9 290 and overclock the shit out of it to get a "cheap" r9 390 ... but the r9 290s use even more electricity than the 390 ... so, if electricity and heat are issues for you, steer toward the 960 cards, and even the 970s if you jump to that price range.
However, Win10 looks like it's going to optimize use of all those cores on AMD cards, so if you are on Win10 exclusively, you're likely to get more gaymeme pure horsepower for your investment in tweaking your system & individual games.

I was going to wait for the next gen cards but I wouldn't mind spending ~200 and upgrade later on
