2) find a host with PHP support (you should probably just spend the $3/$5 a month and rent a VPS, otherwise your host will shut you down due to violating the TOS)
3) connect to VPS, install software

grab an old pc, install debian on it, then install nginx for the webserver, look up the vichan documentation and slap it on top of it
You should also look up how to set up ssh keys and protection from bots trying to log into your server.
