What do you want it to do? Honeyview is actually a good option if you just want an image viewer and nothing else, simple and just werks. For more xnview, faststone image viewer and irfanview are good options.

GIFs are to be played on IE for some reason. MS removed GIF support in the Photo Gallery app included with Vista because they only focused on people looking at photos, for which GIF is unsuitable.
