Once my 280x hits around 70-75c it starts jumping rapidly from 1ghz to 800mhz.

Is this a form of throttling? I didn't think so cause the temps and fan speed kept rising but this is my first build so I'm still not 100% on these things.

To be fully honest, it's only when I play GTA5. That game fucking melts my CPU and maxes out my memory even with all nonessential programs and processes eliminated. Ideally I'd replace the cooler and get more memory, but I can't justify spending 70+ dollars on components that I'll only need for a single game that I barely play.

Incidentally, there's no way I could stay under 55c at present. I idle at 40.

With some active speakers the best interface on them is a balanced connection, which desktops never have. Those mixers have those outputs as well as good mic inputs(or at least better than on-board audio). Plus having the inputs and outputs on your desk is wayyyy more convenient than having them on the back of a computer. I just run an interface and would never go back.

Also depending on what you're doing, it might not matter anyway. If you're just listening to some music at home on average speakers/Headphones/Headset you're absolutely fine listening to mp3 as long as they're not some fucked up youtube rip.
Apparently after a recent blind test most people can't tell the difference anyway.

OK, Long story short.
Micro SD card became unaccessible and giving I/O read error after plugging to xbox
Tried both linux and windows, neither could read or format it.
Finally decided to plug it to my phone.

It has nothing to do with the OS, it's the SD card controller who's responsible in deciding whether it should give up reading a card with I/O errors. It just means that the SD card reader is more error tolerant. Still, you have faulty sectors on your SD card and that will not improve.

I installed Clockwork Mode on my android phone. The CWM-based recovery screen works, but I don't have any root access, SuperSU just tells me there's no root. What the fuck did I did wrong?

I can't install anything but 8.1/10 on it so I wanted to use it as a digital tablet with my PC. There's an application called VirtualTablet on the windows store that achieves what I want, over wifi.

I know now that by using something like gfxtablet on linux (while using not a windows tablet, but an android one), if you put your android device in tethering mode you can use your tablet this way through USB cable instead of wifi, which is more convenient.

Is there any way to enable USB tethering on Windows 8.1 the same way I would do on a phone/android tablet?

That RAM is ECC, which is not supported by most motherboards unless otherwise noted. I don't think the H170 chipset ever supported ECC RAM. You might need to look at B150 or Q170 boards to use that, but they're only compatible with i3 and Pentiums installed on the motherboard. The enterprise chipset for Xeon processors will all support ECC out fo the box.

Personally I've never had problems with ram compatibility as I've never used an extremely overclocked stick for example. And I don't think you're buying something that needs more than the standard voltage as well.
What's listed on your motherboard qualified list is what they've actually tried on it, but there's no reason to believe another stick wouldn't work.

I've been trying to get an xbox one controller working with my windows 8 pc and it just won't work. The automatically search for drivers doesn't work and i can not find any place to download the drivers and install them manually. Can anyone help? Device manager doesn't show it as xbox one controller but instead an unlisted controller
