Updates are forced unless you turn off all automatic updating using a group policy setting (Pro) or the equivalent registry key since Home doesn't have gpedit. However, there's no convenient way of choosing what updates you want and don't want. There's a tool you can use to opt out of a specific update, but it's not half as nice to use as the old 7/8.1 way of just unchecking it after checking for updates and before installing.
Also admittedly I've put it on a lower end machine, but all the spying and shit is using a lot of CPU. As far as I can see, 8.1 is the lightest on system resources.
