Most likely. I also have an old macmini with 512MB ram and the only hope it becomes usable I think is to install some Linux on it, but I'm too lazy to bother doing it.
You're better off buying an Intel compute stick and plugging it in a TV than upgrading such old hardware. An Intel stick is about 150$ and has better specs than those old PCs.
