Radeon R9 390 or Geforce GTX 970 is what you're looking for then.

The 390 performs better than the 970 at 1440p and higher resolution but gets beat at 1080p and loses harder in a few titles. It also consumes quite a bit more power than the 970 but you'll have to upgrade your chink tier power supply that came in that prebuilt either way.

If you're into graphics modding and overhauling you'll want the 390 for sure.

A R9 380 would suffice well. It's better than the GTX 960 in every area except power consumption. The 960 only wins in a very small handful of games.

Total war will play like shit no matter what you buy.

With Fallout 4 the 960 is actually better at the moment, but only due to specific Nvidia optimizations. With a driver update the 380 will probably reclaim it's position.

In Fallout 4 you can expect close to 60 fps at 1080p with medium-high settings, no ultra.

Also in Fallout 4 find out a way to turn god rays off. Big performance hit for little to no difference at all in lighting.
