For some reason modded minecraft runs choppy if at all and has alot of lag i feel like my pc is not horrible any tips i have allocated more ram to minecraft and have latest version of java

Today processor is rather old and mine craft is actually more cpu intensive than it is graphically. My little sister runs that game fine on a stock fx-4100 cpu and nvidia gt210 i had laying around.
As old as that chip as motherboard are, might be time too consider upgrading bro.

It's java trash, and you're trying to run it on an underpowered AMD CPU. Do the math. Get an Intel system and install some optimization mods.
Also make sure you're running the latest x64 java. You might also wanna stop using Windows 10, you tremendous piece of shit. Oh and push your ram up to 16GB, because why the fuck not.

Yes, it allows me to run it on my 2008 laptop at a playable frame rate. Without it things got very choppy.
Make sure you turn off all of the unnecessary stuff like weather etc.
