What exactly is tessellation? I am newer to PC gaming and I am trying to get a grasp on what most of the adjustable effects are.
I'd pirate this glitchy abortion just to bench it on my system, and see what performance I can achieve with some .ini edits, but its just not even worth it.
The mod tools aren't even getting released until some undisclosed time in 2016.
I would bet that the game can actually run fairly well on low end hardware if you turned off all the useless gameworks shit, edited some hidden settings, forced things to run at set levels in GPU control panel, and ran through GECK to delete all the hidden underground shit that wastes CPU/GPU processing cycles.
Everything about this game looks like it was intentionally made to run like shit. It looks fucking awful. Sites are benching it on modern i7s with GTX 980tis and its running like shit at just 1920x1080. No excuse for that shit. The stuttering and frame drops are horrid.

Fallout 4 is running an old engine and Beth Softworks isn't known for their programming finesse
Game and engine rely massively on CPU and nVidia has no problem working around it with their drivers, but AMD drivers have a problem with it. See AMD drivers ST vs MT benches, AMD DX11 drivers still suck, FO4 proves it.
They're getting better though, let's hope for Crimson.

No, you clearly don't understand the roles CPU and GPUs play in the PC, nor when the term bottleneck comes into play.
A GPU is in charge of constant rendering, the CPU is in charge of arithmetics and instruction processing. The whole purpose of the GPU is to spare the CPU the menial task of rendering the image so it can focus on executing instructions and computation. The GPU does the heavy lifting of rendering triangles, processing the DX11 draw calls and so and so.
In an ideal enviroment, CPU load is as low as possible, within limits, while the GPU operates at full strength.
A bottleneck is an extreme situation where GPU renders so fast the CPU is too slow to handle passing around the data, to the point where the GPU throttles itself in order to allow the CPU to keep up.
Generally, any modern CPU, from Sandy onwards, handles any modern GPU fine.
An Ivy Bridge i5 3570K can handle SLI 970s, for fuck's sake.
Bottleneck is a term people throw around here without knowledge of what it actually means.

Even my overclocked 5820K has trouble getting a stable 120Hz out of a lot of games, whereas even my FX-6300 ran most games fine at 60Hz.
It's easy to lower a few graphics intense settings to reduce GPU load. There are very few settings though that can reduce load on the CPU a great deal. Shadows generally being the biggest CPU hog.
