I bought my family ipad mini's. 5 of the fucking things.
Mainly because my eldest sister got a kid and my parents wants us all to facetime.
Everthing is such an inconvenience on the device.
I litterally only use to watch youtube vids when taking a shit.

16GB will be nothing and will be closer to 11.5gb as a big portion of the memory will be reserved for the OS
The "best" overall tablet would be either the iPad Mini 4 or the iPad Air 2, depending on which size you prefer. iPad Pro comes out soon and that's a full computer replacement.
But if you want to save a couple bucks, I highly recommend the iPad Mini 2. Starts at $269. I have one. Perfect size. Fast. Latest iOS.
Any Android tablet will have blown up phone apps and shoddy build quality (look up all the problems the Google-designed Nexus 9 had). The Microsoft Surface is useless without a keyboard since it has zero tablet apps. So if you want one you end up having to spend more than $100 extra, and then you just have a laptop.

what's a good cheap chink tablet
I personally would go with the iPad Air 2. I got the 128gb edition for free from my employer and I use it pretty regularly. Apple did a great job with the whole user experience and you will actually enjoy using it. I also bought some cheap stylus for it and it works surprisingly well for small notes or simple drawings, no need to consider the iPad Pro.
Don't get an Android tablet, they're noticeable slower and as a result no fun to use. You will not use an Android tablets for anything except of a paperweight. Compare any Android tablet with an iPad and you'll know why you want to pay extra for the iPad.
