The Windows machine, easily. I don't use my smartphone for anything important anyway. If it can text, browse the internet. make photos and play music, it should cover 90% of what I do with it. Don't really like Windows, but I guess it's okayish. At least it can run all the programs I use on my current computer. Chrome OS is utter garbage compared to even Windows.

I know Windows is being dumbed down lately but other than the botnet they never say "No you can't do this"
For example, I am tracking a package, With Cortana, I can't just manually add the tracking number and she'll give me updates. With Google now, I would have to email the tracking number to myself and wait for Google to automatically read it and decide if it's important enough to tell me about.
Not to mention, Microsoft supports Google OS's, Google does not support Microsoft (Except for the obvious Chrome for Windows desktop, which they want you to use for shitty web apps instead of making real fucking programs)

This is stupid. You don't have to replace stock apps in Android, they work fine. In Apple world they are unreplaceable though, Apple won't allow anything that competes with their own apps.
