A large amount of peering with notable ISPs, a number of great transit providers (Level 3/TeliaSonera/NTT etc, dependent on region, minimum of two) and not having known congestion problems. Using Cogent for transit is an instant disqualification for 5/5 rating. I look if an ISP uses Hurricane Electric for IPv6 transit, but in lack of that Level 3/TeliaSonera are also great.

My ISP seems to use Level3 for transit in the US (US based ISP), while they use Cogent for transit from Europe to the US.

Peering is usually a mutual agreement between parties to exchange traffic without cost, so that both parties will benefit from it.
Transit is nearly always paid (often from $0.5/Mbps to $3.5/Mbps range) to reach other parts of the internet. I'd share a picture but I don't have it available right now.

UPM actually uses the two largest ISPs in India for transit/peering, it's not that bad.
Who are you quoting? Bandwidth speeds don't matter, the latency does. You can always get more bandwidth to your house, but you can't fix shit latency if your ISP is shit in first place.

I got fiber in my neighborhood but right it only goes up to 100Mbps. Base price is 99.99 but I can get it as low as $75 before taxes and fees. Personally I opted for 40 and pay $40 bucks for it.

This is what I mean. Airtel (Bharti) top left, BSNL right and ACT bottom.
ACT is also the only one who doesn't count uploads as part of the cap. ACT is synchronous whereas Airtel and BSNL are asynchronous with 100/2 and ~24/0.5 respectively.
