Nobody uses double-point precision math, not even scientists. It's more common to split a float into 2 32-bit floats than do actual float64 math.

The target audience is PC Gamers and nothing more. Double-point precision is important for compute cards, which the GTX 980 is not marketed for nor equipped for.

That's like making a bitch-fit when the sports package for your 2015 Toyota Corolla doesn't make it a well suited car for high-pedigree motorsports events. Like, fucking duh, man. It's marketed towards people that wanted a sporty looking car, but didn't have the cash for an actual high-pedigree sports car like a Nissan GT-R. But in its realm of intended use (daily driver) the Corolla performs well, and that's that.

Probably, some people were likely willing to forgo ECC memory for the thousands they saved buying a Titan

Original run was supposed to target scientists. Turns out scientists don't give a crap about DP. After learning that (they have their own ML lab, for example), they crippled the DP on titan X because it was pointless.

a floating point number is a non-integer number, like 3.473 for example.

you have regular floating points, then you have double precision ones, which take up more space in the memory but are obviously more precise, because you can put more numbers after the period.
