Yes it has. That's one reason why I like messing with simpler computer systems, either modern embedded microcontrollers or vintage computers, because it enables one to get a little bit closer to that level.
But in computing you'll never get down to the transistor level, because it's just too complicated, too much to hold in your head. Machine code is pretty close, though.

I made my first turing complete cpu the other day, it basically implements brainfuck, so its inefficient as fuck but it werks, I chose to do so because of the simplicity given it was my first attempt, also its really cool to be able to just grab brainfuck source from the web or wherever, chuck it into a hex converter and run it

I mean we know how computers work. As of today we could program computers to do some shit and react to it based on a program. It could be similar to a sentient life form but it is still deterministic.
