Sure they can. It just wouldn't make any sense given XFCE was doing exactly the same thing, and actually had a developer community that wanted to go 'maintenance mode'. Even more so when there were people willing to maintain a legacy fork of the 2.24 codebase.

Off-topic post: I think I'm going to buy one of these cheap HP ARM Chromebooks as my next computer, when my current one breaks of course. Literally the only thing I do with my computer is web browsing + terminal things. The terminal things can be done with Crouton or in some cheap VPS.
