The largest thing Humanity has ever landed on Mars is the Mars Exploration Rover and it weighs 185 kg and cost $2.5 Billion to build and land it there and at the end of the day, it's a remote controlled car and NASA had already sent 3 of those to Mars before.
They're talking about sending 4 humans along with all the supplies they will need to live indefinitely for $4 Billion. Keep in mind no human has ever been beyond Earth sphere of influence, so we're talking tons of risk, tons of uncertainty and not very much in the way of financial maneuvering room.
I would be very impressed if they pulled this off.
