Take something like the infamous Heartbleed bug. Yes it was a big deal, but as a desktop Linux user it wouldn't really affect me. I'm not running a server exposed to the public so a vulnerable OpenSSL on my system can't be exploited. Similarly I don't care so much about, say, bugs affecting user disk space quotas.
Also note that the "Linux kernel" includes a fuckton of device drivers and the numbers for Windows probably include some stuff outside the kernel. A more fair comparison would have to include all software running on a sampling of basic systems, including userspace stuff and 3rd party device drivers. After all, a perfectly secure kernel would be worthless if you have to load a buggy ass driver into it to use it on a computer, or run vulnerable software on it.
