Not them, but here in California (Bay Area) you need multiple because there is no consistent state-wide law regarding legal length and features -- it's all done city by city (other than the state law outlawing things like switchblades and balisongs). Don't get me wrong, I love the Bay too, but if you'd been to any reasonably metropolitan city in Western Europe you'd know that BART is a rickety old mess that doesn't even provide adequate service. I feel like it's not necessarily "great", but it's what it should be - which is to say that it's an appropriate form of transportation for people in the middle class to use and not feel obligated to use a car on a daily basis except in extreme circumstances.
In the US (with the sole exception of NYC I suppose) practically no public transportation system is adequately developed to offer a suitable alternative to driving for average workers. Practically everyone with a job in the Bay Area owns a car (at least those I know). Forget VTA, forget Caltrain, forget BART; these people all feel obligated to own and drive their cars at least part if not most of their commutes.

I've been to germany 3 times, france, england, ireland, spain, greece once each. Took public transportation everywhere. I still like BART. In any case, I was comparing it more to public transportation elsewhere in the US.

My understanding is that Caltrain is objectively better than BART in damn near every way, but too much money has been sunk into BART to switch over to just Caltrain (the track gauges on BART are non-standardized so they can't use different trains). Again though, while it's unfortunate BART isn't as good as it could have been I still have no major gripes about the service. Trains arrive regularly and it's not outrageously expensive, hits all the major stops in the east bay and SF.
MUNI though... I don't know what the fuck happened there. Easily the worst public transportation system I've used in all of California - people say LA's is shit but I thought it was immeasurably better than the crap shoot that is MUNI.
