Why don't they just put the entire RAM memory onto the CPU?

They do. It's all there. RAM modules are just "unlock keys" for the real CPU RAM.

Cache ram on the CPU is insanely fast, multiple times faster than your DDR3 RAM.

The problem is that this cache works very differently than your system RAM does, this highly expensive to produce cache is less than the size of a finger nail which is why the size of it is only a few MB.
