Keep in mind that the budget is really low. So any advice?

Look for cheaper RAM, also I don't know how much your graphics card needs, but your PSU looks too big.
Drop the CD drive, pirate stuff. Don't buy windows, pirate it or use Linux.
Drop the cd rom, drop windows 8.1 and get yourself a 7 iso from digitalriver, drop AMD completely and get a 750 ti and an i3. Downgrade to 4GB of ram. Get a WD blue instead. Black is overpriced for not much gain. Get a seasonic or corsair PSU.
If you buy amd you will regret it. I know I do.

I would recommend getting cheaper RAM and PSU since 650w is too much for that build, unless you plan to upgrade and gaming grade RAM is placebo. Check the benchmarks if u don't believe. 750 ti is weaker don't downgrade.

Very reasonable budget build. Only thing you might want to check out is how much price difference you'd get when instead of using an FX CPU you'd go with an A8 or A10 APU. The APU could then be used in crossfire with your GPU and you'd get a little more performance out of your rig.

It's true, older FX CPUs can still outperform modern APUs, but honestly you won't notice that unless you're doing CPU intense things like calculating Pi all day. I'm currently using an A8-7600 in my build and can play muh gaymes perfectly fine on highest settings. Bottlenecking is a /g/ meme.

Sure, but you get headroom. You can run two 970's on 750w.

The 8350 should match or slightly exceed the 4690K at heavily multithreaded tasks but the latter will destroy it at everything else.

I am in the rather privileged position of having recieved two of those(not as new as these) second hand from a radiologist friend. I am training to be either an oncologist or radiologist so use them for looking at medical imaging, but they show games up beautifully in direct sunlight.
I didn't realise how niche and badass they were when I was gifted them.
