I think the most important thing is to encrypt it. Just using 7zip with a password should suffice.
OneDrive uses file size limits so that's out of the question anyway.

Create Truecrypt hidden drive.
Create passworded archive, split archive into 10+ sections, seperate passwords for each archives.
Upload separate sections to each host. Rename the split archives with filenames and file extensions that make sense for that file size. E.g. Search archive.org for public domain movies filenames, copy+paste, etc.
Each host technically isn't hosting anything illegal. Downloading the file without knowing what it is results in a garbage file; "Damn, must have been a faulty upload"
