I've seen a lot of stuff just like that one. They are pill containers specifically for holding heart medicine (nitro glycerin tablets specifically). The idea was it needs to be waterproof, wearable as a necklace, and something that is heavy and annoying enough that you never forget you are wearing it or where it is at... that way you remain 100% conscious of the fact that you have it with you when you need it.
Anyone who as ever had severe angina or even a moderate tear in a chest muscle knows that fumbling the fuck around in your pants pocket for a pill bottle is nonsense when that pain kicks in. 90% of your mind is occupied trying to not shit your pants and/or having your eyeballs pop out of your head from the pain, so hopefully you maintain enough stamina to pop this open and chug-a-lug. It also pre-dates yet has the same effect as those medical alert bracelets that warns first responders about your allergy/condition. When they see the huge nitro necklace they will immediately know that you are heart boy and that might be the issue.

FWIW projos were made in the millions and surplused as scrap after wars. They are still collected from practice ranges by the military and often sold by the dumpster or even railcar load as are spent cartridge cases. The original may have had longer rifling marks which were turned off except for the remaining band in a lathe. A manual turret lathe is ancient tech but could have spit those out all day easily. Labor was trivially cheap. The "band" shows deformities which would not have been machined (outward displacement of metal at about 1 o'clock near OPs pinky finger) though of course that could have been copied by swaging a turned band through a die made from a hunk of rifled barrel. Someone who has a collection will likely have a match or close match to it either way.

A bit small for one of the Maxim projectiles, they tended to run in the inch bore.. possibly one of the Gatling or Gardner shells though.
There were a bunch of sub .80" diameter shells with explosive fill toyed with in the 1890~1910 era.. It's likely based on one of them.
And yes, Brass/copper alloy was/s a very common small bore projo material.
