In theory you could bond metal foil to a flat and even sheet of fiberglass substrate to make a truly home-made PCB. In practice this is probably dumb.

I can do better than that! There are 3d printers that can print printed circuit boards.
I'm not supposed to say this, but HP is also working on printing electronics.

I just got some boards from OSHpark. $5 a square inch for a professionally made double sided board, and you get three copies for that price.
Makes me wish I didn't spend the money a year back for a UV photo resist setup. I'll probably still use it for prototyping, but goddamn, these boards are flawless.

In theory you can make your own multilayer thick film hybrids using an ink jet and a small kiln.
But I don't know where to get a cheap inkjet suited to printing industrial materials on a rigid surface.
