yes its possible, it might be out or your skill range though, if there isn't an app for it.
Start off by rooting the phone, this will allow you to run whatever programs you want.
Next learn C or C++, there's tutorials everywhere.
now learn the basics of making camera software, then the basics of making software that uses networking.
make a program that will send a picture stream over your network, and a program that will receive this picture stream.
You could also learn java script or some web shit so that you can make a web interface and host it on a server so you can log in from different places without the need to run your receiver program.
android is basically linux's retarded cousin, its more similar than it is different (iirc). so when you learn to code, you might as well learn to program for linux environments.
the two main tutorials you will see are programming for linux and programming for windows.
C is the same nomatter what, and its native libraries, functions like fopen() and printf() will be the same, but operating specific functions, and libraries will not exist on bot windows and linux, though you will find some that were made with versions for both.
starting off on linux will get you use to the linux way things are done as well as the file system linux uses.
