That's Donna Troy, a founding member of the Teen Titans and Wonder Woman's magically created twin sister.
She's infamous for having an outrageously inconsistent origin and status quo, to the point where she is often compared with the equally continuity challenged Hawkman, and mockingly referred to as Identity Crisis Lass. Eventually everyone started to throw their hands up to say "Fuck it.", and both the 2005 Titans run and the maxi-series 52 explained that Donna is more or less a sapient multiversal anomaly that simultaneously exists and doesn't exist. Unfortunately, this perfectly reasonable explanation was totally borked when in the Nu52 continuity, Donna was re-introduced as a villain in the Finch run of Wonder Woman, only to be killed off almost immediately, and then somehow reappearing in the Titans Hunt mini-series, and moving on to be a regular cast member in the upcoming Teen Titans ongoing with no explanation whatsoever.
One can only assume that Donna's status as living continuity error persists, but nobody knows for sure at present.
