In one episode, we see Star and Marco try to reform a monster who genuinely wants to be good. Unfortunately, it's just in the nature of monsters to be evil, so nothing can be done. LOL! What a hilarious anti-moral!
Then, later, we find out the monsters are the good guys and they were displaced from their home.. even though we learned that they can't help killing everything in sight.

An in-universe justification I can think of off the top of my head is, monsters at this point have been so demonized for so long that they've started to believe the propaganda about themselves. That, and being ostracized from society for so many generations means they really don't know how to function in Mewni society(and he was trying to fit into EARTH society which seems pretty different) even when they mean well.
What I actually think? Lazy writing. The show's writing has been on a steady course of improvement, but it's got more than its fair share of dud episodes, and that one is one of if not THE worst.

There is also the fact that you're basing this off just one monster. It'd be like aliens abducting a serial killer or a gangster and then determining that all humans acted exactly like this guy.
Ludo said he saved Buff Frog from a life in the swamp and that he took in one of the other monsters off the streets, so I doubt the other monsters are exactly shining examples of monsterkind.
In the Fortune Cookies episode, you see a bunch of other monsters who aren't part of Ludo's gang who seem much more benign.
So it's less "all monsters are evil" but more like all these monsters working for a crazy little bird that wants to take over the universe are evil.

Two wrongs don't make one right, and even if monster's tendency towards "evil" could have predated the banishment from their own lands that wasn't less of an injustice from the early mewmans.
Besides, even though current monsters seem anti-social and brutal, mewmans' side of Mewni doesn't look idyllic either — with poverty, squallor, and mortal dangers that the ruling class don't seem to address in the least.
Besides, it's kind of a developing theme of the series: early on, good and evil are pretty much clear cut, especially as seen though Star's POV: but in several episodes (and "Mewnipendence Day" in particular) this view is put into question.
I personally expect the following seasons to address on this subject again.

Watching/watched Pixtopia and I'm reminded by how casual everyone seems to be by off-world visitors. Which makes sense, considering how so many locales have a sort of tourism bend like the museum, or some kind of other multiverse spanning service.
Dimensional travel seems very commonplace, but it seems that there isn't a lot of actual 'exchange'. In the sense that you can see very modern locations like Earth or Amethyst Arcade, while others seem stuck in time like Mewni. The closest thing to dimension hopping having outside influence is that Star's preferred attire, judging from usual Mewman clothes they must be off-world fashions. (Which maybe why no one immediately recognizes her as an actual Princess, or maybe they just don't care.)

The main characters are really likable and have a fun, enjoyable dynamic. A proper Big Bad gets introduced around 2/3 of the way through who is pretty interesting, and around that same time we start getting threads of some pretty cool future plotlines, and some worldbuilding.
It's not an AMAZING show (and it has its share of crap episodes), but I'd say it's solidly above average, and very charming.
