Anti-humor is the term that tends to get thrown around, but I don't think it's quite accurate. As you said, there's nothing quite like Heathcliff. It's not that there's just no joke or intentionally bad or subversive jokes. It's that there is a void where a joke should be. You can see that there should be a joke there, most of the time, you can see the setup for a very clear and obvious joke, but instead Gallagher just... doesn't make it. Like here:
