But the fact that RvB is an anthology season this year with different writes and the fact they are interested in having the show in different art styles might free up Miles and Kerry and the animation team to get more work on RWBY done.

This is part of the problem, RWBY get more focus overall, but most of that is plot relevant so it ends up shared with all the other plot characters like the teachers and villains. Between that we've only really got some good moments for Blake and Weiss, and some for Yang.
JNPR screentime, on the other hand, is different. It has it's own plot about Jaune and Pyrrha's relationship with him. So all the focus goes to him.

I regularly defend its fight scenes for being one of the best in any animated or CGI series.

He isn't because nobody has insisted that RWBY be "about RWBY and RWBY alone". People have insisted that it's poor writing to write almost every other character and work on their backstory before writing out your title, and supposedly main, characters. There is no reason these secondary characters can't get their development either later or alongside the main characters.

You can care about them, that's fine and justified, but saying that they should get all the development over the 'side' characters is dumb, the whole point of beacon is relying on others and watching the dynamic of RWBY with a headstrong leader and making friendships vs the JNPR dynamic of a bad leader having his team help him with his skills and confidence makes for better development over all, plus RWBY has yet to be put in a situation that needs them all to develop, as opposed to the bullying arc that directly effected all of JNPR forcing Jaune to confront his problems with the help of his team. That could have happened with the Blake WF arc, and I don't really know why they didn't have Blake sit down RWY and tell them about it after.
