Somehow I realize the reason why the others hate RWBY : School theme.
Since "Red" trailer and until "Yellow" trailer, people expect the series is more mature and darker than the current on-going show. A friend of mine the series would be better if the character is affiliated to Hunter's Guild rather than Academy. Normal education is present here as your usual daily school or academy, with Huntsman as one of career path that the students can choose.
The Hunter's Guild accept Huntsman from age 20 to 50. At this point, the main characters should be older than current show (Ruby is 18 years old, being the exceptional as the youngest competent Huntswoman, while Blake and Weiss is 20 and Yang is 21).
In Hunter's Guild, Huntsman takes job/mission for Grimm-related problem in society. They also can train or learn in the Guild, at the same time provides them meal and a place to stay/sanctuary.

To summarize it, that little dial that was spun was an adjustment for the sight of the rifle. It is the most accurate adjustment for the crosshair to a certain length that the rifle is fired on.
From that adjustment say .5 MOA at a hundred yards you can calculate shot placement at longer ranges.
