It can be. Some people do have reactions to certain types of dyes. I believe there were a few red dyes that give people severe headaches.

Some dyes are carcinogenic. Citrus Red 2 is but orange producers can still use it to color rinds.
I think all the controversy about ADHD just comes from the fact they use dyes in food with a lot of sugar. So parents want to blame the fact they're shoveling unhealthy shit down their kids' throats on if the food has dyes in it, not the load of sugar or calories.
