There's no real pressure to buy until they criminalize downloading and create a reward program where they share a cut of the assets confiscated from the pirate. Just like for drug dealing which was criminalized, anime dealing could have the same criminal penalties once criminalized. If RICO applied to anime, then that would stop all the sharing networks and even most of the private sites. That's because RICO allows confiscation of assets involved in the crime such as the drug dealers car, drug dealer's home, and even a business if that was used as a front to launder drugs or launder drug money. Similarly, the anime pirate would lose their car if they even used it once to transport pirated goods, used it to transport other pirates to a LAN party, etc. If the anime pirate conducted piracy at his home, he would lose the home but of course still have to pay the mortgage. In japan you have to pay for anime timeslots. Its not that expensive compared to production which is about 200,000 for most shows. They could easily just put it up on the web instead of TV, but that doesn't suit their markets.

When you pirate an episode of anime, there are infinite copies of that episode available, so the product is not devalued.

I spend a couple thousand every year on otaku stuff like figs, manga, LNs, art stuff, random character goods and games. Anime is the only thing I don't buy because of the stupid pricing. I do plenty to pitch in. Besides, the largest chunk of their profit margain comes from merch, not disc sales. Given that disc sales are such a small portion of their revenue, I'm surprised they haven't tried a DDL option with reasonable prices for HQ episode rips.
