Why would they bother when most people watch when it airs on tv? Most Japanese broadcast stations can't even do 720p justice, let alone 4k.
Also most of their audience has small televisions in cramped apartments that won't really benefit as much from the jump in resolution even if they owned 4k tvs. This is the same reason surround tracks are still less common in anime than western entertainment.

What's the point of 4k? The jump from 1080p isn't going to be as significant as, say, 240p to 1080p. It's stupidly unnecessary for the work it requires which, by the way, is hand drawn animation.
I sell 4K tvs. You literally cannot tell the difference if you aren't sitting right in front of your television.
