Well, see the explanation in the second panel. The momentum generated by everyone's souls concentrating on this event/Fortuna still exist, and since souls exist outside of the bounds of space and time in the physical dimension, even if Fortuna harvested them later, their souls may still contain that "direction". Like how souls can choose to reincarnate at certain time periods and as certain people (Fuuta was "dumber" because his soul desired to be more normal, Rei and Flambe were reborn as Fuuta's siblings to try and convince Fortuna to step back from his plan). The souls still have their attention on Fortuna, even if they consciously don't remember it while incarnated. That's my take, anyway.
