In my country English is mandatory for everybody during all of what would in Japanese terms be elementary, middle and high school, and yet 90% of people are completely helpless with English. This is partly because the education system itself is shit, but it's mainly because they're only pushed to understand/speak English during classes or when doing homework, which is no different from the situation most failed adult learners go through. Heck I went through the same thing "trying" to learn German. People just don't study and expose themselves enough.

Maybe you need a bit more experience then. Even if you were lucky enough to find a novel containing only 1500 different kanji in it that doesn't mean knowing 1500 kanji is enough to be a functional reader. There's no guarantee the 1500 kanji in that novel are going to coincide with the ones you know, and even if they do, the ones in the next novel probably won't, and it probably is going to contain way more kanji too, not to mention all of the names and just general 表外漢字 you're going to run into all of the time. If you want to be semi-illiterate go ahead, but anyone aiming for reading fluency should be thinking in terms of 3000+. Unless of course you're satisfied with having to stop to check a dictionary all of the time and/or being bound to content aimed at children or with plenty of furigana.

The only time I ever actively studied kanji was in anki, and pic related is my total time in Anki, ergo, assuming you have a similar memory and mindset as me, you will need to study for roughly 450 hours.
This doesn't count reading practice of course which is a big deal but also not something everyone calls "studying" per se

Depends on what you read. With around 2000 kanji you can read most things decently, but some take less and some take more. You can (and should if you plan on taking this seriously) start reading with much less than that really, you'll just have to use the dictionary a lot. Personally I think around 500 kanji is a good enough number to start reading practice.

As for how long it will take to learn that, that's all a matter of how many kanji you can learn a day. People vary from as low as 5 to as high as 60. It's up to you.

Naah. You can't force things into your memory, really. You can make mnemonics to help, but there's not much else you can do except expose yourself to the content a lot until you remember it naturally. Of course, this is why reading is recommended to be done along side anki, but if you're just starting the only other exposure you'll be getting is the Japanese found in grammar guides and example sentences, but that's fine too.

It shouldn't be too long before you get into the groove of anki and find yourself hitting "good" a lot and generally noticing yourself get better. If you stick with it, you WILL start remembering stuff.

Also, there are three settings you should change that will help you a LOT.
- Go to the deck options and change review limit to 9999: you do NOT want a review limit of 100
- Change steps from 1 10 to 1 10 30 or 1 10 10
- Go to tools -> preferences and change Learn Ahead Limit to 0

Not really, if you put the last step too low you might see and "complete" it before you're done with the rest of the deck, and if you put it too high anki will (by default, can be changed in the preferences under "learn ahead limit") force you to wait until you're within a set number of minutes (30min by default, I think) of the cards due time.

I like to put it to something high like 30 or 60 and set the anki learn ahead limit to anything above that, so you have to "level up" all your cards for today to the final step before you cycle through them all again. This ensures you don't forget a card you got right a few times at the start of your study sessions once you're nearing the end of the session.
