It doesn't take advantage of it because it doesn't need to. You use madvr to upscale 720p anime on a 1080p monitor, you don't need to upscale on a tablet because the display resolution is already 1:1 with the source.
A 1080p 23" has half the pixel density of a 8" 720p tablet and you watch the monitor from a larger viewing distance than the tablet, in the end it's basically the same experience.
Also I was talking about madvr hardware intensive tasks, you can still run madvr and xysubfilter on a windows tablet without problems.
