Rosemon was animated in Savers. And I'd still like to remind you that even in Wargreymon and Metalgarurumon's debut, they still needed to fight VenomVamdemon 8-to-1 in order to win. No matter how you look at it, it was a poor showing since it clearly showcased that both newly evolved Ultimates were, in fact, considerably weaker than VenomVamdemon. In fact, out of all the battles since then, the only one that any of them won on a completely even playing field was when Wargreymon beat Mugendramon. That was literally the only fight that was completely 1vs1 with no handicaps on the enemy's side. And even then, Wargreymon had an inherent advantage thanks to its Dramon Killers.

The presence of Imperialdramon genuinely worries me. Forget that I ship Jou/Mimi for a second, Jou and Mimi leading a movie of their own is amazing and I want it all to be about Jou overcoming the difficulties he had in Movie 1. Jou is now in a bad place entirely of his own choosing (it's his own decision to be a doctor) and he felt he had to sacrifice his time with others for himself, which is almost the opposite of the attitude of his that lead to the evolution of Zudomon. Jou had to find a way to solve his problems but not sacrifice his position as a Chosen Child and I felt this is a decent material for a character arc in the movie.
If Imperialdramon returns, would the movie then have to spend some of its time having the Adventure kids ponder about the fate of the 02 kids? Would they have to show what happened to Daisuke and Ken? Would they then focus on Daisuke's fate and diverting from what is a Jou (and Mimi) movie? What if, after all the poster said, Daisuke and Ken and Imperialdramon took central role in the end? Is Jou going to have to sacrifice his moment in the spotlight for more of the 02 cast?

Except Imperialdramon is more important than MegaSeadramon. As a Digimon associated with Daisuke and Ken, it is thematically more important than a MegaSeadramon could ever be. That thematic importance can very well make it considerably stronger than either Rosemon or Zudomon. Past showings are considerably less important than the simple fact that this is a Digimon that's associated with the protagonist of 02. It'd be like everyone easily beating MetalGreymon, just because it actually had a very poor battle record in Adventure.

Last games that did that I can recall were summon knight swordcraft story 1 and 2.
