What are some "cheap" builds for render farms. I primarily use Blender cycles and Daz with Iray.
Seeing as how those are all about CUDA cores, should I just stack as many 980s or titans as I can?

I'm too lazy to link you the thread directly but there's a thread on blenderartists forum detailing a plugin that works with Amazon cloud and lets you look at the spot price for CPU computing at any given time.

How much does VRAM impact rendering anyway? Would 6 GB allow for reasonably large/detailed scenes?

It depends on the renderer. For some, vram is the most important aspect.

Depends on render engine I guess. Using Cycles with blender I only ever run out of video memory when testing out poorly converted daz studio figures with 99999 texture maps
