Internet and Fanfiction have allowed geeky (although I use that term loosely, as not to insult actual geeks) preteens to share sex stories about their favourite characters.
Most of them cannot write all that well, and it just saddens me that this is what they spend their time on. They could have learned so much about physics, chemistry, calculus, music, real literature, astronomy, geography, coding, et cetera and et infinitum.
The more well-written stories amount to nothing more then literary pornography. Some of it quite vile. There's a reason child pornography has criminal implications, but fanfiction can go willy nilly using book/movie teenagers and children in some very disturbing things.
As a matter of fact, I have seen numerous individuals admit at wanking to certain fics. Strikes you as odd, doesn't it?
Humanity has been around for many thousands of years, some animals for longer. Doesn't it strike people as odd that we have survived, thrived, advanced and procreated without Sex Ed for all thsi time? How do other mammals know that tab A goes into slot B?

Honestly, people don't need the sex talk until they are at the age of consent, and when they are that age, they will either figure it out, or they can ask questions from a qualified medical professional. I don't think learning about sex through pornography, wanking, and putting together jigsaw genitals is the way to go—as a matter of fact, the "Perversion of Minors" is a criminal offense in some places.
But I digress.
My first encounter with explicit literature was a lovingly-written pre-teen non-consentual lesbian fic featuring Ahsoka and Barriss from the Star Wars fandom. The author had good writing, cover art, title and summary, and the first 50k words were quite benign, so I didn't get any red flags. Things started getting a little queer, but I was naïve and clueless, so I didn't figure out what was happening until torture, restraints, and some really fucked up shit entered the scene all of a sudden at the 120k mark.
I was looking for some brain-bleach for the next handful of months. Then I learned to spot these stories and avoid em.

You can't keep children locked away from pornography and general adult content until age of consent (18 years), as sexual maturity starts much before that (10-12 years). Kids will be curious, even before puberty, and if their parents don't teach them, they'll look online or ask their friends, and these sources are unreliable at best.
Misinformation about sex leads to a boom in premature pregnancy and young people with sexually-transmitted illnesses. Sexual education at an early age prevents these things from happening. In fact, if we had sexual education at an even earlier age, we wouldn't have so many children with Fetal Alcohol Syndrome, such as yourself.

As someone who started out writing sex stories about my favorite characters and now dabbles in writing professionally for indie games, you are coming down way too hard on individuals who are sometimes kids. This is how some people get started with the basics of convincing dialogue, intimate relationships, even worldbuilding. As long as they aren't hurting anyone, who the hell cares where their inspiration comes from? Seriously, who cares? If I don't like the contents of a fic I stay away from it, and although I find people who are full grown adults writing kiddie porn a completely different animal and very skeevy, I don't put that into the same category as preteens writing raunchy fanfics. Again, this is where a lot of people start getting their writing chops, and it's great they're in an environment where their work, however 'shallow' it may be, can be critiqued by hundreds of people.

Honestly that fic must have been the grossest fanfic i ever encountered in my life.
I started to read it with some friends as a joke, but even with people doing poor impression of the accents wasn't enough and we got too fucking grossed out by it.
I honestly think that, not just the person who wrote it but also the people who like it, have some kind of mental disturbance and honestly I wish that kind of shit fic wouldn't be posted in such a popular website because everyone who tries to find popular tf2 fics is gonna come across that shit and get marked for life.
