Just drag the pic you're wanting to use into sai and it will open on a new canvas tab you can switch to at the bottom.
click the perforated square icon underneath the color wheel. That's your selection tool. click and drag around the dick to select it then just hit ctrl+c to copy
Now go back over to the pic you are editing. Hit ctrl+v and it will paste the selection of the dick into it's own layer. hit the cross under the color wheel to move it into place. There's a "Transform Layer" option under the Layer tab to morph it to the exact shape and rotation you want
Between the viewfinder and the layer window there's an opacity slider, use that to make the dick pic see-through so you can place it better
With that you should be able to line it and color it and there you go.

That's because you're not referencing, you're flat-out tracing, and that almost never translates directly into free-hand skills.
What you need to do is actually reference. Grab a photo (or drawing) without the intent of copying the exact shape: deconstruct, sketch, try different angles on your own. Actually think about what you're doing, the proportions, what basic shapes make up the dick?. THAT's how that shit works.
If you copy and trace over and over again, of course you're never going to learn anything. Some of the edits to take off clothing in this thread are quite neat and impressive, but most of the dicks look like sixth-grade doodles, because the editor doesn't understand what they're tracing, so the line weight is almost always way off.
