Well the have been a lot of bunker building around the world, most notably in the US. They also haven't done much work on the US infrastructure and a lot of bridges have fallen into disrepair. Why waste time and money on infrastructure that is going to be destroyed anyway? Supposedly Reagans star wars problem was also launched to spot this and figure out where it was.
