They did back then,and they got alot of backlash from the families and college where the kids came from because of the time it took for them to mobilize to help the students who got sick of waiting and went to look themselves.
Post WW2/Pre Cold war Russia was very strict but didnt want any backlash or uprisings from the public when they could do something on their own to prevent it. Now Putin just sends in his goons to do the dirty work.
