I mean, yes, it could exist. It could be a single animators art project that he made the music for as well. The voice actors could have all been local girls/old high-school friends. And he could've decided to only share it with a handful of people with only one deciding to release it online.
All in all, there's a 99% chance that it doesn't exist and was only the complete fabrication of a random anon. It's that 1% that gives me hope, no matter how slim.

It is a weather modification program unannounced to us and not approved by us and they playing with it anyway they like it.

I'm 40 now. When I was a kid, the Cold War was still going on, and we were taught about how the minds of the Soviet Russians were controlled by state propaganda. I remember feeling so sorry for them. It never occurred to me for a moment that our American minds were being controlled in exactly the same way. At least the Soviets were really blatant about it. American propagandists do it covertly.
Overall, all this brainwashing and the resulting attitude can be difficult to understand if you have not had the experience of being brought up in a cultural milieu where everyone truly believed in the brainwashing they were receiving and based a sense of identity and pride on the lies they were being fed. That doesn’t excuse it, but it’s a pattern that’s repeated all over the world through human history, usually via religious or national brainwashing.
