Imo: In general, every thought has his origin. To have a true genuine thought is nearly impossible and therefore yes, they exist but our expectations are probably accelerated as usual.

I'd think if there is a group of people in the intelligence community who does this sort of thing that they'd do it as one of many functions. I think the whole MiB concept is greatly over exaggerated to begin with.
